KETCOSA Gets New National President.

The Government Teachers’ College Keffi Old Students Association (KETCOSA), was on Saturday November, 11th, 2023, held its National Congress and convention to elect new hands that will pilot the affairs of the Association for the next two years.

The National convention and the Inauguration of the newly Executive Council (EXCO) was held at the Bridge Ville Hotel and Suites, opposite Hill Crest, Jos, amidst pomp and pageantry.

Delivering his farewell message at the national convention, The outgoing national chairman of the association, Alh. Abubakar Shehu Usman, who was ably represented by the deputy national chairman, Mr Emmanuel Neeyum, said due to some circumstances beyond the control of the outgoing national EXCO, the convention could not be held in November, 2022 adding that the circumstances include the preparation of 2023 general election, heightened insecurities in the northern part of the country and the paucity of funds due to non payments of annual subscriptions by members for the period of 2020 and 2022 respectively.

He said the EXCOs had to go cap in hands to solicit for funds to enable this year’s Jos 2023 National Convention.

He called on the KETCOSA members for the progress of the association, they need to be up to date in payments of annual subscriptions as no serious organization will function efficiently without funding.

He thanked the KETCOSA members for the confidence reposed on him and his EXCO officials by electing them in November, 2019 and equally wished the newly inaugurated National President and his EXCO officials a successful tenure to pilot the affairs of KETCOSA to the greater heights.

Chairman of the occasion, Chief James Barry, urged KETCOSA to work towards the restoration of Government Teachers College Keffi. He called on members of the association who have connections to facilitate on the building of KETCOSA secretariat to serve as a meeting point for members.

He said KETCOSA has produced prominent sons and daughters in the society thereby, urging members to be brothers keepers to assist the upcoming members of the association in any way they can and to continue to pray for peace to thrive in the country.

Barry commended the outgoing EXCO of the association under leadership of Alh Abubakar Usman for conducting the 2023 national convention.

Guest speaker at the event was Naomi Embaga.

In his acceptance speech, the newly inaugurated National President of KETCOSA, Chief Capt. Donny Dung Fom rtd. appreciated KETCOSA for the privilege given him to serve as the president of the association adding, “with your cooperation, we can take this association to the greater heights. We can be a voice to be heard, a force to reckoned with and we can together make a difference”.

He assured the members of the association that the EXCO under his watch, will always be open for suggestions and available for necessary guidance and support stressing that a house united is able to withstand and foe.

He he pleaded with the members to put aside any differences and distractions aside to forged ahead adding that together, through synergy and commitment, we will soar up like eagle and reach greater heights.

The newly inaugurated KETCOSA EXCO officials were;

The transition chairman of Kanam local government of plateau state, Hon. Ado Yusuf has called on the government of Nasarawa state to see the important needs of revamping  Government Teachers College , Keffi in the state.

As the hon. Chairman said this is important to bequeath a long lasting legacy to our younger children coming up to  know the important roles the college has played in the development of Nasarawa state in particular and entire nigeria in general.

The Chairman  who is an old student of the college was speaking in an interview with Journalists during the National Congress / Convention Government  Teachers College (KETCOSA),tagged Plateau 2023, held at De Bridge Ville and suites opposite Hill Crest School , Saturday 11th November 2023.

He said he is participating on the Congress/convention of the College  as Alumni so that at the end of it, will can be able to bring on board  a viril EXCO that will pilot the affairs of the college for the next three years as prescribed by the association’s Constitution.

Stressed that in his good will message, he called on the needs to ensure the college spring back for the younger one coming behind to know the enormous contribution of the schools to Nigeria in all spheres of development. And for them to know the personalities that has pass through the college who are making significant development in Nigeria.

He debunked the insinuations that the school is no longer in existence, added that the school is still functioning but currently segmented into three units , while parts is with the Federal Government College , some parts is with the school of health in plateau state in that order.

The leadership crisis over the position of Chairmanship of the All Progressive Congress (APC),in plateau state is taken dramatic turn as the Factional Chairman of the party in the state, Honorable Ishaya Itse said he remains the authentic Chairman of the party, that Honorable Rufus Bature led Chairman is to say the least is an imposter and Illegal  parading himself as Chairman.

As the party Factional Chairman Ishaya Itse said the kangaroo primaries election of the party conducted by the self acclaim Chairman of the party Rufus Bature which produced Dr. Nentawe Yilwada as Governship Candidate is non and void which doesn’t exist in the eyes of the law.

The Factional Chairman of the party in the state , Ishaya Itse was speaking to group of journalists in a press conference held 11th November 2023 in Jos , plateau state capital.

He Commended the Immediate past Governor of the state now Minister of labour and employment, Simon Bako Lalong , John Daafan, and others over their victory at the court of Appeal Abuja, however Commended the jurists that delivered the judgement whom he described as fearless who believed they have to pass the judgement with  human face irrespective of whose ox is gore.

However adviced the party APC that is not yet time to celebrate over their victories  at the Appeal Court against PDP because APC is still having  plethora of  court litigations especially his Petition which he has filed “Motion on Notice” dated 9th November 2023 that had already been served to the Respondents Rufus Bature, APC and other parties in the matter.

Further urgued the party and it victorious Candidates at the Appeal tribunal that is not yet “Uhuru” as the party’s court cases pending that are yet to be disposed are undisputable more than that of PDP currently in court.

Honorable Itse promised to stop at nothing and to pursue the injustice meted on him and his authentic Exco’s through the instrumentality of the court to a logical conclusion and ensure that justice is done.

High Power Delegation From Mwaghavul Nation Expresses Gratitude To 3 Div And OPSH Troops.

In a remarkable display of gratitude and appreciation, a delegation comprising esteemed traditional leaders and distinguished sons of Mwaghavul Nation has paid a visit to the General Officer Commanding (GOC) 3 Division and Commander Operation SAFE HAVEN (OPSH), Maj Gen AE Abubakar.

 The purpose of their visit was to express their heartfelt thanks to the Nigerian Military, the GOC and personnel of OPSH for their unwavering dedication, tireless efforts, and selfless service in restoring peace not only to the Mangu people but also to the entire Plateau State and its environs.

The leader of the delegation, the District Head of Mangul, His Royal Highness, Job Ali Damiyel  in his remarks reaffirmed their commitment to strengthening the existing relationship between the troops and the Mangu elders, recognizing that lasting peace in Mangu and by extension, Plateau State can only be achieved through collaboration and mutual support. He emphasized that the people of the area can now sleep with both eyes closed, as the restoration of peace has brought tremendous relief to the communities. 

Revealing that the team was sent by the Paramount Ruler of Mwaghavul Nation, His Royal Majesty Da John Putman Hirse, the district head noted that the Mangu area had long been renowned for its peaceful coexistence until it was disrupted earlier in 2023. He however, acknowledged that the arrival of Maj Gen AE Abubakar had played a pivotal role in swiftly restoring sanity to the entire local government. He further affirmed that the people are ardent proponents of peace and have wholeheartedly embraced peaceful coexistence.

In his response, the GOC and Commander OPSH, Maj Gen AE Abubakar, expressed his profound gratitude for the unprecedented and overwhelming visit. While acknowledging that it was a rare occurrence for people to openly appreciate the efforts of the troops, the GOC considered the visit a testament to the remarkable sacrifices made by the troops, which had not gone unnoticed by the community leaders. He assured the delegation that  personnel would continue to give their utmost best to ensure the maintenance of peace and security in the region.

The GOC and Commander OPSH further remarked that he will remain resolute in his commitment to upholding peace and security, as he extend his sincere appreciation to the traditional leaders and illustrious sons of Mwaghavul Nation for their unwavering support and recognition of the troops’ tireless efforts.

General Abubakar emphasized his dedication to collaborating with community leaders and the youth in the ongoing fight against criminality. He stressed the need for a collective effort to remove criminals from communities, thereby promoting peace and harmony. He further made it clear that the killing of the Ardo of Panyam was not an action endorsed by the Panyam Community but rather, an isolated act of criminality perpetrated by a few individuals. He further shared his plans to continue to work closely with the State Government and relevant stakeholders to facilitate the safe and immediate return of displaced communities to their ancestral lands.

While expressing his gratitude to the Governor of Kaduna State for approving building materials for 15 communities, encompassing both the Atiyap and Fulani groups who have been identified and are ready to be resettled in Southern Kaduna, the GOC announced that a similar initiative was underway for the displaced communities in Plateau especially Mangu Local Government. He remarked that highly placed personalities will soon visit Mangu area to commission the Water project, Health facilities and School facilities provided by the military in preparation for the successful return of the displaced communities.

Highlighting the achievements of the military in combating criminal elements in the region, the GOC noted the successful operations resulting in the arrest and capture of criminals, gun runners and the dismantling of weapon manufacturing facilities in Plateau and Southern Kaduna regions. He, however, cautioned the public to remain vigilant and be wary of individuals who seek to incite and profit from conflict on the Plateau. He encouraged the people of Mangu to engage in dry season and irrigation farming to compensate for the agricultural losses incurred during the rainy season.

He expressed his gratitude to the Paramount Ruler of Mwaghavul Nation, His Royal Majesty Da John Putman Hirse and the delegation for their visit, General Abubakar assured them that the military will continue to work diligently to ensure the safety and well-being of all citizens.

Plateau Embattle LG  Chairmen Accuses Gov.Mutfwang Of Using Flimsy Applications To Delay Justice, As Case Adjourned To 27th On Application To Join The Matter.

The Embattle Chairmen in plateau LG,has accused plateau Government of trying to invade Justice through the use of Flimsy Applications to slow the dispensation of Justice.

As they bring to the notice of the court that in the last adjourned date, the court prevailed on the parties involved in the case to come together with the view of harmonising their processes to avoid slowing down the dispensation of Justice.

The Embattle local government Chairmen where reacting to the application of the state government seeking the leave of the honorable court to grant his prayer for interested parties to join as Parties for the Respondent in the matter.

The Counsel to the  Embattle Chairmen of the state 17 LG’s represented by it Counsel, T.Kekemeke told the court that it is a pity that the Respondent are bringing application to join at this stage when in the last adjournment,the court explicitly make it clear to both parties to harmonise their cases for all  applications from both parties to be taking at the same time to avoid wasting the precious time of this honorable court .

Regretted why the Claimant is bringing the application seeking an interested parties to join now, decried that the Claimant has an interior motive behind his action which is not far away from the State Government ploy to buy time to ensure that justice is delay ,and fustrate the Claimant from obtaining Justice.

The Government who is a respondent on the matter through application seek the leave of the court to amend his earlier processes dated 26th filed 31st July 2023,  to be replace by the one dated 31st July and filed 9th November 2023.

The Respondent further pray the court to first rule on the amendment of his processes that would afford the case to be neat, before ruling on any other applications to avoid situation that would make the whole processes untidy.

The court however grant the application for withdrawal of earlier filed processes by the defendant which was not objected to by the Claimants,(Chairmen), and however  withdrawal the old and replaced with new process.

The matter was adjourned to 27th November,2023 for ruling on application move by the Respondent, governor Mutfwang for interested parties to join on the matter.

While 29th of the same month was also reserved for the ruling on plimenary objection raised by the Respondent , governor Mutfwang .

Gov.Caleb Mutfwang Presents Over 295 Billion Appropriation Bill To The State House Of Assembly For 2024 Fiscal Year.

The Plateau State Governor Caleb Mutfwang has presented 2024 Budget Appropriation Bill of Over 2295 Billion Naira to the state House of Assembly on the 7th November 2023.

With governor Mutfwang’s total commitment and absolute loyalty in  the discharge of his statutory responsibility as the first citizens of the state to the people of plateau state without division of loyalty.

Governor Mutfwang give the unallocated commitment and promise during the governor presentation of 2024 Appropriation Bill to the state House of Assembly 7th November 2024 .

The Appropriation 2024 Bill Tagged the Budget of New Beginnings ,the governor said

He used the medium to appreciate the people of Plateau 

state for the mandate that resulted in our victory  during the last General Elections .

He further said he is are indeed very grateful for the confidence reposed in his administration and reiterated his administration  commitment in the discharge of our statutory responsibility to the 

citizens of the state and by extension Nigeria at large . 

He reiterated the administration caming into power, on May 29, 2023, it made an existing budget already 

approved and passed into law by the last assembly, which this administration adopted.

Upon assumption of office, we inherited a striking workforce in the state.

They were pressing home their demands for four months unpaid salaries.

We immediately swung into action negotiations with the various unions to resolve the 

industrial dispute Today, I am glad to inform this Honourable house that, the unpaid salaries and 

pension for state workers was cleared within the first 100 days of this administration

and we are presently up to date with payment of salaries and pension. 

Therefore, I wish to acknowledge the understanding demonstrated by the various unions at that 

time and to equally thank the citizens of the state for their various intervention and 

support in that regard. 

Mr. Speaker, Honourable Members of this House, before I present to you the 2024 

fiscal year’s budget, it is most appropriate and important to give you the overview of 

the 2023 budget performance in summary for the purpose of assessment and 

appraisal.

As stated earlier, the 2023 budget was a budget of transition prepared and presented 

by the immediate past administration. They presented to the Honourable house then, 

a draft budget estimate of One Hundred and Thirty-Nine Billion, Three Hundred 

and Fifty-Seven Million, One Hundred and Forty- Four Thousand, Nine 

Hundred and Eighty Naira, Thirty-Eight Kobo only (N139,357,144,980.38). 

 However, after legislative scrutiny, the House approved and passed into law, the sum 

of One Hundred and Forty-Nine Billion, Nine Hundred and Fifty-One Million, 

Three Hundred and Thirty-Four Thousand, Five Hundred and Ninety-One 

Naira only (N149,951,334,591.00). The amount consists of a recurrent estimate of 

Eighty-Four Billion, One Hundred and Fifty-Two Million, Three Hundred and 

Sixty Thousand, Seven Hundred and Four Naira only (N84,152,360,704.00)

representing 56.12% of the total budget estimate and capital estimate of Sixty-Five 

Billion, Seven Hundred and Ninety-Eight Million, Nine Hundred and Seventy-

Three Thousand, Eight Hundred and Eighty- Seven Naira only 

(65,798,973,887.00) representing 43.88% of the total budget size. This amount 

indicates an increase of Forty-Three Billion, Two Hundred and Forty-Four 

Million, Sixty-Six Thousand, Nine Hundred and Forty-Eight Naira, Eighty-Eight Kobo only (N43,244,066,948.88) over the 2022 total approved estimate.

Permit me Mr. Speaker, Honourable Members, to bring to your notice, that the 

transition budget was partially implemented by the immediate past administration and 

subsequently continued by the present administration when it took over on May 29th

2023 to date.

REVENUE MOBILIZATION AND GENERATION FOR 2023

10. It is a known fact that, revenue is the key factor to any successful budget 

implementation and plays a vital role in governance as well as in the economic 

development of the state. As a government, deliberate effort was put in place to

achieve the desired goal. To this end, all the revenue generating MDAs were

mandated to synergise with the Plateau State Internal Revenue Service to tap all 

revenues due to the state, using new approaches and robust model to better the 

system. 

Mr. Speaker, Honourable Members, due to high rate of inflation, and depreciation 

of naira, as well as the dwindling statutory revenue allocation from the Federal 

Government, government was able to harness its Internally Generated Revenue 

(IGR) and other sources, including several interventions to complement the 

implementation of the budget.

In an effort to strengthen the spirit of transparency and accountability in governance 

during the period under review, the total sum of One Hundred and Forty-Nine 

Billion, Nine Hundred and Fifty-One Million, Three Hundred and Thirty-Four 

Thousand, Five Hundred and Ninety-One Naira only (N149,951,334,591.00), 

was projected to be generated from the following sources.

i. Internally Generated Revenue (IGR): 

Twenty-Six Billion, Two Hundred and 

Forty-Two Million, Nine Hundred and Sixty-Nine Thousand, Seven Hundred 

and Fifty Naira (N26,242,969,750.00) only.

ii. Government share of FAAC: Seventy-Nine Billion, Seven Hundred and Sixty-

Two Million, Eight Hundred and Eighty-Seven Thousand, Five Hundred and Fifty-Three Naira only (79,762,887,553.00).

Aids and grants: Thirty Billion, Nine Hundred and Forty-Five Million, Four 

Hundred and Seventy-Seven Thousand, Two Hundred and Eighty-Eight Naira 

(N30,945,477,288.00) only.

iv. Capital Development Fund (CDF): Thirteen Billion Naira only 

(N13,000,000,000.00).

Mr. Speaker, during the period, the total sum of Sixty-Five Billion, Four Hundred 

and Nineteen Million, Four Hundred and Eleven Thousand, Seven Naira, 

Seventy-Nine Kobo Only (N65,419,411,007.79) was generated in the first three 

quarters of the year (January – September).

RECURRENT EXPENDITURE

Mr. Speaker, Honourable Members of the House, to ensure the smooth running of 

government programmes, prompt payment of workers’ salaries, pensions and

gratuities as well as other benefits, government was committed to its principle of 

transparency and prudent management of resources during the period and this resulted 

to significant output in the civil service of the state.

Again, to ensure that the lives of citizens and properties were secured, government in 

conjunction with security agencies adopted several approaches without compromise 

to maintain the relative peace being enjoyed in the state. 

During the period, the sum of Seventy-Two Billion, Fifty-Six Million, Nine

Hundred and Eighty-Six Thousand, Nine Naira, Twenty-Eight Kobo

(N72,056,986009.28) only was spend in the first three quarters of the year as recurrent 

expenditure out of the approved estimate of Eighty-Four Billion, One Hundred and 

Fifty-Two Million, Three Hundred and Sixty Thousand, Seven Hundred and 

Four Naira only (N84,152,360,704.00). 

The sum of Thirty- Nine Billion, Eight 

Hundred and Twenty-Five Million, Nine Hundred and Twenty-Nine Thousand,

Five Hundred and Seventy-Four Naira (N39,825,929,574.00) and Forty-Four 

Billion, Three Hundred and Twenty-Six Million, Four Hundred and Thirty-One

Thousand, One Hundred and Thirty Naira (N44,326,431,130.00) only was meant 

for personnel cost and other recurrent expenses respectively.

CAPITAL EXPENDITURE

17.Government spent the sum of Eight Billion, Two Hundred and Fifty-Six Million, 

One Hundred and Forty-Six Thousand, Three Hundred and Fifty-Two Naira, 

Twenty-Eight Kobo only (N8,256,146,352.28) to execute various capital projects in 

the first three quarters of the 2023 fiscal year (January –September) out of the 

approved estimate of Sixty-Five Billion, Seven Hundred and Ninety-Eight Million, 

Nine Hundred and Seventy-Three Thousand, Eight Hundred and Eighty-Seven 

Naira (N65,798,973,887.00) only.

The approved amount was projected to execute critical projects that were either new, 

or on-going. Below is the sectoral allocation,

i. Administrative Sector – N14,796,869,520.00

ii. Economic Sector – N34,722,975,207.00

iii. Social Services Sector – N14,032,653,260.00

iv. Law and Justice – N2,246,475,900.00 

THE 2024 PROPOSED BUDGET ESTIMATE

Mr. Speaker, Honourable Members of the House, having given the overview of the 

2023 budget performance, it is my singular honour and privilege to present to this 

Honourable House the 2024 budget tagged “The Budget of New Beginnings”, it has 

a total budget size of Two Hundred and Ninety-Five Billion, Four Hundred and 

Thirty-Four Million, Five Hundred and Sixty-Eight Thousand, Four Hundred 

and Sixty-Four Naira only (N295,434,568,464.00). This amount consists of a 

recurrent component of One Hundred and Fifty-Seven Billion, Five Hundred and 

Sixty-Three Million, Three Hundred and Sixteen Thousand, Four Hundred and 

Sixty-Two Naira only (N157,563,316,462.00) representing 53.33% of the total 

budget size and capital estimate of One Hundred and Thirty-Seven Billion, Eight

Hundred and Seventy-One Million, Two Hundred and Fifty-One Thousand, Nine

Hundred and Ninety-Two Naira only (N137,871,251,992.00), representing 46.66%

of the total budget estimate. The total budget size shows an increase of One Hundred 

and Forty-Five Billion, Four Hundred and Eighty-Three Million, Two Hundred 

and Thirty-Three Thousand, Eight Hundred and Seventy-Three Naira only

(N145,483,233,873.00), over the 2023 approved budget.

20.The budget is aimed at laying a solid foundation for the Peace and Prosperity of 

Plateau State. The vision and mission of the present administration is to intervene in 

the area of security, Agriculture, human capital development, public health, 

industrialization and aggressive revenue generation.

Mr. Speaker, Honourable Members, as we are all aware that the state went through 

numerous challenges in recent years especially in the area of insecurity; it becomes 

incumbent on us as a government to intensify effort to curtail the ugly situation in the 

best interest of the state, so that citizens lives and properties can be secured.

 To this end, the present administration has designed several strategies in collaboration with 

security agencies to address the situation. However, citizens are encouraged to be 

vigilant in their respective domains and report any suspicious movement to relevant 

authorities for quick intervention.

Again, Mr. Speaker, the intention and desire of this administration is to address the 

current infrastructural and human capital development deficit of the state within

available resources. It will no longer be business as usual. All hands must be on deck 

to achieve these targets.

Similarly, to ensure that government revenues are judiciously manage. The Plateau 

State Internal Revenue Service has been mandated to synergize and collaborate with 

all revenue generating MDAs to ensure accountability and transparency in all

processes. By this development, citizens are therefore advised to as an obligation 

pay all their taxes to relevant authorities as at when due, to promote the spirit of 

team work in the system.

To emphasize our determination and commitment in the philosophy of this 

administration, I wish to restate that the Time is Now Agenda will be anchored on the 

following:

• Good Governance

• Peace, Security and Justice

• Revamping Agricultural Transformation

• Education and Human Capital Development

• Public Health, Environment and Mineral Development

• Infrastructure and Industrialization and

• Taxation/Resource Mobilization

Mr. Speaker, Honourable Members, in our effort to carry citizens along, government 

has kept faith with the guidelines of the State Fiscal Transparency Accountability and 

Sustainability (SFTAS) and Local Governance Principle by conducting a 

stakeholder’s consultative forum in the three senatorial zones of the state. It is also 

important to inform this house that the Medium-Term Expenditure Framework

(MTEF) and Medium-Term Sector Strategy (MTSS) is still key in the implementation 

of our budget to ensure that accountability and transparency is observed in 

governance. 

Having considered the plight and aspiration of the citizens, Mr. Speaker, I wish to 

state here that the implementation of the budget will be people-oriented, thereby

impacting positively on the lives of the citizenry. 

RECURRENT REVENUE

In the 2024 fiscal year, government is projecting the sum of Two Hundred and 

Ninety-Five Billion, Four Hundred and Thirty-Four Million, Five Hundred 

and Sixty-Eight Thousand, Four Hundred and Sixty-Four Naira only 

(N295,434,568,464.00), to be generated from the following sources:

i. Internally Generated Revenue (IGR). Thirty-Eight Billion, Three

Hundred and Sixty Million, Eight Hundred and Seventy-Four Thousand,

Nine Hundred and Thirty-One Naira (N38,360,874,931.00) only.

ii. Government share of FAAC. One Hundred and Fifty-One Billion, Four

Hundred and Twenty-Four Million, Five Hundred and Sixty-Six

Thousand, Seventy-Nine Naira only (N151,424,566,079.00)

iii. Capital receipt. One Hundred and Five Billion, Six Hundred and Forty-

Nine Million, One Hundred and Twenty-Seven Thousand, Four Hundred 

and Fifty-Four Naira only (N105,649,127,454). 

RECURRENT EXPENDITURE

The recurrent expenditure in the 2024 budget estimate is One Hundred and Fifty-

Seven Billion, Five Hundred and Sixty-Three Million, Three Hundred and 

Sixteen Thousand, Four Hundred and Seventy-Two Naira only 

(N157,563,316,472.00). The amount is to enable government finance the following: 

i. Personnel cost. Fifty Billion, Nine Hundred and Sixty-Six Million, Four

Hundred and Ninety-Seven Thousand, Six Hundred and Sixty-Five Naira

only (N50,966,497,665.00).

ii. Other recurrent cost. One Hundred and Six Billion, Five Hundred and 

Ninety-Six Million, Eight Hundred and Eighteen Thousand, Eight Hundred 

and Seven Naira only (N106,596,818,807.00).

CAPITAL EXPENDITURE 

 Mr. Speaker, Honourable Members, the present administration intends to embark on 

the implementation of critical projects that have direct bearing on the lives of 

citizens. In the light of the above, the sum of One Hundred and Thirty-Seven

Billion, Eight Hundred and Seventy-One Million, Two Hundred and Fifty-One

Thousand, Nine Hundred and Ninety-Two Naira only (N137,871,251,992.00), is 

projected for the fiscal year. The sectoral allocation is as follows:

i. Administrative sector. Twenty-Three Billion, Three Hundred and Thirty-

Nine Million, Six Hundred and Fifty Nine Thousand, Four Hundred and 

Forty-Five Naira only (N23,339,659,445.00).

ii. Economic sector. Eighty-Eight Billion, Six Hundred and Fifty-Six

Million, Three Hundred and Seventy-Two Thousand, One Hundred and 

Eighty Naira only (N88,656,372,180.00).

iii. Law and justice sector. Six Billion, Eight Hundred and Nineteen Million.

Three Hundred and Forty-Four Thousand, Six Hundred Naira only 

(N6,819,344,600.00).

iv. Social services sector. Nineteen Billion, Fifty-Five Million, Eight

Hundred and Eighty-Three Thousand, Seven Hundred and Sixty-Seven

Naira only (N19,055,883,767.00).

SUB-SECTORAL ALLOCATION

In the 2024 proposed budget, critical capital projects penciled for implementation 

are summarized under the following sub-sectors:

Administration: The administrative sector has been allocated the sum of Twenty-

Two Billion, One Hundred and Eighty-Seven Million, Eight Hundred and 

Eighty-Nine Thousand, Four Hundred and Forty-Five Naira only

(N22,187,889,445.00), to finance both the ongoing and new projects in the 2024 

fiscal year as well as to facilitate smooth running of government programmes in the 

state. This amount represents 16.06% of the capital estimate.

Agriculture: To boost agricultural activities in the state, the present administration 

has earmarked the sum of Ten Billion, One Hundred and Eighty-Six Million, Five

Hundred and Fifty-Eight Thousand, Four Hundred and Seventeen Naira only 

(N10,186,558,417.00), for this sub-sector. This amount is projected to intervene in 

the area of farming, acquisition of farm inputs, procurement of equipment and 

counterpart funding. This represents 7.38% of the capital estimate.

Commerce and industries: To promote commercial activities in the state, 

government allocated the sum of One Hundred and Thirty-Four Million, Six

Hundred and Sixty Thousand Naira only (N134,660,000.00), in the estimate

representing 0.09% of the capital budget.

 Information and communication: In view of the important role information plays 

in governance in terms of information dissemination, this administration has 

allocated the sum of One Billion, One Hundred and Fifty-Two Million, Seven

Hundred and Sixty-Two Thousand Naira only (N1,152,762,000.00), for the sector to fund its projects representing 0.83% of the total capital estimate. 

Law and justice: The sum of Six Billion, Eight Hundred and Nineteen Million, 

Three Hundred and Forty-Four Thousand, Six Hundred Naira only 

(N6,819,344,600.00), representing 4.96% of the total capital estimate has been 

earmarked for justice sub-sector for effective justice delivery and administration of 

justice in the state for the 2024 fiscal year.

 Science and Technology: To promote and facilitate the development of technology 

in the state, government allocated the sum of Seven Hundred and Seventy-Two

Million, Two Hundred and Ninety Naira (N772,000,290.00) only, representing

0.56% of the capital budget.

 Land, Housing and Urban Development: In this sub-sector, government projected 

the sum of Twenty Billion, Six Hundred and Twenty-Seven Million, Nine

Hundred and Ninety-Three Thousand, Eight Hundred and Ninety-Eight Naira

only (N20,627,993,898.00), to handle the issues of land compensation, streets 

naming and housing projects in Plateau state. The amount represents 14.96% of the 

total capital estimate.

Tourism, Culture and Hospitality: One Hundred Million Naira

(N100,000,000.00) only, representing 0.07% of the capital budget has been 

earmarked in the 2024 budget for tourist activities in the state.

 Water, sanitation and energy: This sub-sector has been allocated the sum of 

Fifteen Billion, Nine Hundred and Eighty-Eight Million, Nine Hundred and Forty-Four Thousand, Four Hundred and Eighty-Six Naira only 

(N15,988,944,486.00), representing 11.59% of the total capital estimate of the fiscal 

year. 

This amount earmarked is to enable government execute water related projects 

and programmes of the state, especially those that are tight to revenue generation 

(SURWASH, PEWASH, AFD etc.).

Education: In view of the vital role this sub-sector plays in the society, this 

administration has passionately earmarked the sum of Ten Billion, Four Hundred 

and Ninety-Five Million, Six Hundred and Nineteen Thousand, Seven Hundred 

and Seven Naira only (N10,495,619,707.00), representing 7.61% of the total capital 

estimate. The amount is to revamp all education related projects and programmes 

in 2024 fiscal year from Primary, Secondary to Tertiary Institutions.

Environment and Minerals: Considering the hazards and other environmental 

effects caused by climate change in the lives of citizens, the present administration 

projected the sum of One Billion, Seven Hundred and Sixty-Three Million, Seven

Hundred and Two Thousand, Eight Hundred and Sixty Naira only

(N1,763,702,860.00), to mitigate the effects on the Plateau. The amount represents 

1.27% of the total capital budget.

Finance and economics: The sum of Twenty-Six Billion, One Hundred and 

Sixty-Nine Million, Two Hundred and Thirty-Five Thousand, Two Hundred 

and Seventy-Nine Naira only (N26,169,235,279.00), representing 18.98% of the 

total capital estimate has been allocated to this sub-sector to facilitate the 

implementation of government projects and programmes in the state, as well as to 

manage the resources effectively.

Health

To address health related issues of the state, especially projects and programmes that 

has direct impact on the lives of the citizens, the sum of Five Billion, Four Hundred 

and Fifty-Three Million, Eight Hundred and One Thousand, Two Hundred 

Naira only (N5,453,801,200.00) has been allocated to this sector. This represents 3.95% of the total capital estimate. The amount provided in the budget is to procure 

drugs, equipment furnishing and renovation of health facilities.

Works and transport 

The government has allocated the sum of Fourteen Billion, Three Hundred and 

Seventy-Six Million, Nine Hundred and Eighty Thousand Naira only

(N14,376,980,000.00), representing 10.42% of the total capital estimate. The amount 

is to be utilized for the construction of roads in the state and to revamp the transport 

sub-sector in the 2024 fiscal year.

Women, Youth and Sports: In this sub-sector, the sum of One Billion, Three 

Hundred and Twenty-Seven Million, Four Hundred and Seventy Thousand

Naira Kobo only (N1,327,470,000.00), representing 0.96% of the total capital 

budget is earmarked to promote social activities in the state and also execute critical 

projects and programmes in the fiscal year.

Mr. Speaker, Honourable Members of the House, you may wish to note that the 

proposed budget estimate of 2024 is higher than the approved budget estimate of 

2023 with One Hundred and Forty-Five Billion, Four Hundred and Eighty-

Three Million, Two Hundred and Thirty-Three Thousand, Eight Hundred and 

Seventy-Three Naira only (N145,483,233,873.00), this is because the present 

administration is committed to implement a budget that could add value to the socio-

economic development of the state and better the lives of the citizens. 

CONCLUSION

MR. Speaker, Honourable Members, ladies and gentlemen, it is my singular honour

and privilege to present before this Honourable House the 2024 budget estimate for

your legislation. I sincerely hope that it will be given expedited attention.

While appealing to Mr. Speaker and Honourable Members to peruse and deliberate 

on the budget, I look forward to your mutual understanding and cooperation in the 

speedy passage of the budget to enable us commence implementation in good time. 

I have directed all heads of MDAs to fully cooperate and comply with their various dates of budget defense and also to provide any relevant information that could 

facilitate the discussion. Indeed, your accelerated passage of the budget after all the 

legislative processes will demonstrate our partnership in the provision of dividends 

of democracy for our people.

However  wish to express my profound appreciation to, Mr. Speaker and the 

Honourable members for your time and kind attention on the occasion of this 

presentation. I also wish to thank you for the support I have enjoyed since the 

inauguration of this Honourable House. 

Once again, let me also sincerely thank the people of Plateau State for the overwhelming support I have enjoyed since assumption of office. Let me reassure you that we remain committed and steadfast 

in our quest to reposition the State for Peace and Prosperity. Like I have always 

maintained Justice, Equity and Fairness shall continually be our watchwords.

 Having fulfilled the provision of section 121 sub-section 1 of the 1999 

Constitution of the Federal Republic of Nigeria (as amended) by reading the

Hundred and Ninety-Five Billion, Four Hundred and Thirty-Four

Million, Five Hundred and Sixty-Eight Thousand, Four Hundred 

and Sixty-Four Naira only (N295,434,568,464.00), for kind 

consideration and passage into law. 

OPSH Troops Apprehend Prime Suspect For Gruesome Murder Of Panyam Alhaji Adamu Idris In Lagos

The main mastermind behind the murder of the slain Alhaji Adamu Idris Gabdo, the Ardo of Panyam in Mangu Local Government Area of Plateau State has been apprehended by troops of Operation SAFE HAVEN(OPSH) Tactical Team.

 The arrest of Mr Philip Gokas also known as Jaykimo in Lagos State was following weeks of painstaking manhunt to bring the criminal to Justice.The  relentless pursuit by OPSH led to his tracking and subsequent arrest in the Ogba area of Lagos State, where he was found enjoying himself and drinking beer at a football viewing centre.

The arrest of Mr. Philip Gokas is a testament to the commitment and unwavering dedication of OPSH and the effectiveness of collaborative efforts. Mr. Gokas has fully confessed to the crime and has provided crucial information that will aid in the arrest of additional individuals involved in this heinous act in the coming days.

 This development serves as a clear warning to criminals that they cannot elude justice as security agencies retains the capacity and resilience to utilise all elements of national power to hold them accountable as directed by the Chief of Defence Staff, Gen CG Musa.

Recall that, following the murder of the Ardo Panyam, the Chief of Army Staff, Lt Gen Taoreed Lagbaja, directed Operation SAFE HAVEN (OPSH) to recover the body of the deceased, which was successfully accomplished by the OPSH Tactical team in a remote area of Bauchi state and handed over to the family for burial.  

The directive further charged the troops to quickly hunt down the perpetrators and bring them to justice to prevent reprisals and fresh circle of violence after the peace being enjoyed on the Plateau consequent upon the launch of Operation HAKORIN DAMISA IV.

The breakthrough also significes a milestone in our pursuit for justice. We therefore remain steadfast in our commitment to maintaining peace and security on the Plateau and its environs. We will continue to work tirelessly to prevent any escalation of violence.

The General officer |Commanding 3 Division and Commander Operation SAFE HAVEN, Maj Gen AE Abubakar expresses his heartfelt appreciation to the public for their support and cooperation throughout this investigation.

 The recovery of the body of the late Ardo of Panyam and the subsequent arrest of Mr Philip Gokas would not have been possible without the invaluable assistance and information provided by the community. He further reiterated that the criminal act was perpetrated by a few bad eggs in the society and does not represent the intent of the good people of Panyam who have lived for years peacefully with their Fulani brothers. 

The GOC further commended the troops especially the Tactical Team for their tireless efforts, professionalism, and unwavering commitment during the operation in far away Lagos. We assure the public that our efforts to ensure the safety and security of all citizens will not waver and remains paramount. 

We will continue to work closely with relevant stakeholders and engage in continuous dialogue to foster peace and tranquility in the area.

COCIN President Amos Musa Mohzo Decries Darkest  Valleys Adversities  That Has Test Christians Faith In Nigeria.

The President Church of Christ In Nations Rev.Dr.Amos Musa Mohzo has lamented the recent walk through the darkest of valleys facing adversities that has tested the fabric of Christians Faith in Nigeria.

Said the turbulent  Storm of terrorism has manifested through the actions of the Fulani terrorists that has brought pain and hardship to Christian faith all over Nigeria.

The president of COCIN Dr. Amos Musa Mohzo revealed this on Monday 7th November 2023 in his welcome address during  104th of General  Church Council held at  COCIN Headquarters No1 Fidelis Tapgun road Jos, Plateau State.

Revealed how the churches in two PCCs, Panyam and Gindiri , were married by violence , lives were taken from the Christians , others forced to flee , displaced from their ancestral homes and villages.

Those who have dwelled in this land for generations, became internally displaced People within their borders .In the shadow of this sorrow, we have also witnessed  incessant killings , the destruction of properties, the ruin of precious farm crops , and the cruel kidnapping of innocent souls in PCC,s of Daffo , Ropp , Foron, and kuru.

Mohzo stressed that in the face of this seemingly insurmountable adversities ,  the church have sought refuge in the firm faith that has been it cornerstone .

Further add that Christians have not relaxed in our belief that our Lord,in His infinite wisdom ,has a more excellent Plan for us , even amidst turmoil ,He remains steadfast in love and grace.

The president said COCIN in the whole country contributed over Five Hundred bags of maize and other assorted grains   , clothes and about fifty million  naira to relieve the agony of our people .

He use the opportunity to  extend his warm greeting to the leadership of the church the PCC,s Chairmen, the RCC Chairmen, the various departments, Headquarters Church , and our Gindiri schools who stood firm with the church during it traveils.

He admonished the body of Christ  that the road we have traveled may have been difficult , but the grace of God has been abundantly bestowed upon us,His grace has empowered us to endure , overcome ,and carry forth our focus on seeking the peace of this land , peace that has been elusive but Vital.

Charged the church to stand together as one ,renew our resolve to be the light in the darkness ,the beacon of hope and embodiment of Christ’s love in a world that so desperately needs it.

OPSH Troops Neutralises, Bandits, Arrest Armed Robbers, Suspected Kidnappers,Rescue Kidnapped Victims, Recover Arms/Ammunition From 29th Oct-5th Nov.

Troops of Operation SAFE HAVEN (OPSH) on Operation HAKORIN DAMISA IV from 29 October to 5 November 2023, neutralised suspected bandits and arrested 19 suspects in connection with kidnapping, criminal attacks, cattle rustling, armed robbery, farm destruction, theft as well as recovered arms/ammunitions and illicit drugs. 

On 29 October 2023, based on credible information, troops arrested two suspected drug dealers, Mr Obinna Nwafor and Fatai Lawal at Kujiya Market Bukuru in Jos South LGA, Plateau State. During the arrest, troops recovered 1 locally fabricated rifle.

 Suspects are being profiled for further action. Similarly, on 30 October 2023, troops of Sector 7 OPSH arrested a suspected kidnapper, Bawa Ahmad at Kamuru village in Zango Kataf LGA of Kaduna State and recovered one locally fabricated rifle with cartridges in his possession. In a related development, on 1 November 2023, troops arrested two motorcycle snatchers, Samaila Nasiru, Bashir Sani at Riyom general area, Plateau State. 

In the same vein, on 3 November 2023, troops arrested Mr Suleimanu Audu at Gidan Auta village in connection with kidnapping and raping of 2 victims on 24 September 2023.

 Additionally, on 3 November 2023, based on credible information, troops of Sector 4 OPSH arrested Sarajo Adam, a notorious armed robber, at Kwog village in Barkin Ladi LGA. The arrested robber has been on the wanted list of security agencies for several robbery activities in Barkin Ladi general area and environs. 

On 30 October 2023, based on credible information, troops arrested three suspects, Ibrahim Mohammed, Salisu Abdullahi and Idris Abdullahi in connection with the attack on farmers at Mai Hakorin Gold village in Bokkos LGA, Plateau State.

 Similarly, troops arrested three suspects, David Emmanuel, Moses Dalyop and Gabriel Davou in connection with the murder of a commercial motorcyclist, Abdulkarim Saidu, at Shonong village in Riyom LGA, Plateau State. The suspects were arrested at Fang village in Riyom LGA on 30 October 2023.

 Suspects led troops to recover the corpse of the murdered motorcyclist. On 4 November 2023, troops arrested Mr Abdullahi Abubakar Lawyer at Rimin Zayam village in Toro LGA of Bauchi State in connection to the killing of own Mobile Police personnel on 2 November 2023 at Kuba village in Bokkos LGA.The suspect equally admitted to being involved in kidnapping activities and other sundry crimes with other gang members. 

Based on his confessional statement, on 5 November 2023, troops conducted raid operations at Kambal and Hurti villages in Bokkos LGA and arrested Yakubu Saidu and Nasiru Mohammed in connection with the crime. Items recovered include 233 rounds of 7.62mm special, one Techno mobile phone, one Itel mobile phone and one motorcycle. 

On 30 October 2023, troops rescued one Ms Abigail Felix earlier kidnapped on 28 October 2023, at Angwan Malam village in Sanga LGA of Kaduna State. The victim has since been reunited with her family. Also, on 1 November 2023, troops in conjunction with Civilian Joint Task Force rescued two kidnapped victims at Zobolo general area in Jos North LGA of Plateau State. 

Similarly, on 4 November 2023, following the kidnap of Reverend Father Andrew Anana in his residence at Saint Francis Catholic Church Godo Godo district in Jema’a LGA of Kaduna State, troops conducted a search operation and rescued the victim unhurt. Two suspects in connection with the kidnap, Isia Etopia and Musa Opisa confessed to the crime. 

On 30 October 2023, troops of Sector 7 OPSH arrested one Alhaji Ya’u Baba for deliberate destruction of farmlands at Jagindi Tasha village in Jema’a LGA of Kaduna State. Also, on 2 November 2023, troops arrested two suspects, Edward Dauda and Pam John for attack on a herd of cattle leading to the killing of a cow at Sot Gyel community in Jos South LGA.

 Additionally, on 2 November 2023, troops apprehended 50 cows for grazing on farmlands at Kwi village in Riyom LGA of Plateau State. Furthermore, on 4 November 2023, troops recovered 5 cows earlier rustled at Shemlang village in Mangu LGA. The said cows were recovered at Sabon-Gari general area of Mangu LGA. 

On 1 November 2023, troops neutralised two bandits at Dutse village in Zangon Kataf LGA of Kaduna State. Similarly, on 2 November 2023, two terrorists, Buwa Tafawa and Gyang Yusuf, were neutralized around Tafawa village in Barkin Ladi LGA of Plateau State. Also, on 3 November 2023, troops in conjunction with vigilante members foiled an attempted attack on Kuba village in Bokkos LGA of Plateau State by unidentified gunmen, and neutralised one of the attackers in the process, while others fled with gunshot wounds. 

Within the week, Operation SAFE HAVEN secured the conviction of two suspects, Mr Azi Ashom Abubakar also known as Danladi Irimiya and John Itse, who were charged with unlawful possession of firearms. The suspects pleaded guilty and were sentenced to 2 years imprisonment each with an option of fine. 

A total of 19 suspects were arrested in connection with various crimes. Three were arrested for kidnapping while 4 were arrested for murder. Four suspects were arrested in connection with attacks on villages and 2 for illicit drug peddling while 4 bandits were neutralised. Also, 4 victims were rescued from kidnappers, while 6 attacks on vulnerable communities were deterred and 13 distress calls responded to. 

The Commander Operation SAFE HAVEN, Major General AE Abubakar, reiterates the resilience of OPSH while encouraging the populace in Plateau, Southern Kaduna and Bauchi States for the continued support to troops. All arrested suspects in custody would be charged to court accordingly once investigations are duly concluded.

Plateau Govt.Disburses Palliative Donated By First Lady To 110 Beneficiaries In Riyom LGA

Plateau state government has disbursed bank drafts to 110 beneficiaries being the cash palliative donated by Nigeria’s First Ladi, Sen. Oluremi Tinubu, to victims of attacks in Riyom Local Government Area.

It would be recalled that Sen. Tinubu had donated the sum of N500 million to 500 displaced families were affected by violent attacks in some local government areas in the state. 

Barr. Caleb Mutfwang while handing over bank drafts to the beneficiaries, appreciated the First Lady for the gesture, stating that the palliative would go a long way in returning the displaced people back to their communities and rebuild their lives. 

“Plateau state is happy with this kind gesture, the wife of the president has done something that has never been done in the history of Plateau, through her Renewed Hope Initiative, she has truly renewed the hope of 500 households in Plateau.

“She has exhibited love and has shown to be a true mother who loves everyone, in-spite of political, tribal or religious affiliations, our state will continue to extend our profound gratitude to the First Lady and the President.

Mutfwang, represented by the Deputy Governor, Mrs Josephine Piyo, urged the people of Riyom to remain peaceful and support the state government’s effort toward bringing lasting peace in the state.

He insisted his administration was working assiduously to end the cycle of killings in all parts of the state. 

He prayed that future donations made to the state should be for development purposes and not to resettle crisis victims. 

The Transition Committee Chairman, Riyom local government area, Mr Sati Shuwa, while appreciating the kind gesture charged the beneficiaries to use the money wisely to rebuild their lives. 

On behalf of the beneficiaries, Mr Gracious Victor, appreciated the First Lady for coming to their aid, stating that the money would be used judiciously to rebuild their lives back. 

Leave Appeal Court President Out Of Plateau Politics.

The Peace and Good Governance Advocates, PEGGA has expressed concern over recent media spotlight on the president of the Court of Appeal, Justice Monica Dongban-Mensem over alleged contradictory court judgments on election petitions in Plateau State.

In a statement on Monday, the group averred that there has  no direct relationship between the appeal court president and the controversial judgments and as such expressed concern on why her person was being smeared in many tribal and political WhatsApp platforms in Plateau State.

The group in the statement issued by its national coordinator, Mani Imman, however, called on the Appeal Court president to ensure that she puts herself above all political or personal biases given that the major political contenders on the Plateau are from the state.

“We are shocked that the person of the president of the Court of Appeal, Hon Justice Monica Dongban-Mensem is being brought into the political battle for the soul of Plateau State.

“It is alleged that those who lost out in the main election are now alleged to be throwing up the person of the respected jurist into the melee. We call on them to desist as the interest of Plateau is above all.

“No one should push the state into unnecessary crisis just after a peaceable election. Those who have issues with the election should use the instrumentality of the law to address their issues.

“We, however, call on Justice Monica Dongban-Mensem to put herself above political biases no matter the pressure on her. We are praying for her to resist and to project justice on the Plateau in a way that she and her generations unborn will not regret causing any mayhem that would lead to the death of a Plateau indigene.”

“We trust that the Almighty who has brought her to the position of the number one justice in the Appellate Court will not allow her to be used to destroy the peace that is now in her state.”

Plateau State Govt. To Reorganize Development Partners For Efficient Service Delivery In The State.

Plateau State Governor, Barr. Caleb Mannaseh Mutfwang, has expressed his commitment to reorganize the management of all development partners in the state, to ensure efficient service delivery to meet the developmental needs of the people.

He highlighted that his administration is diligently working to revamp the energy, agricultural, and economic sectors in the state to combat poverty and deliver the desired benefits of democracy to the people.

Governor Mutfwang made these remarks on Monday during a courtesy visit at the New Government House Jos, Plateau State, by the Head of SEDIN Programme and Cluster Coordinator SEDEC GIZ Nigeria, and ECOWAS Country Director, Dr. Markus Wauschkuhn.

The Governor expressed his gratitude to GIZ for its significant support to Plateau State over the years, recalling a notable encounter during his tenure as the Local Government Chairman of Mangu Local Government Area. At that time, he said, GIZ supported a storage facility for potatoes for the benefit of the people of Mangu.

He thanked GIZ for its technical support and substantial investment in Plateau State, in order to improve the poverty level in society. He sought the organization’s assistance, particularly in addressing youth employment through various projects in the state.

Governor Mutfwang stated his willingness to leverage on the existing relationship with GIZ to maximize development in the state.

Dr. Markus Wauschkuhn, Head of SEDIN Programme and Cluster Coordinator SEDEC GIZ Nigeria, and ECOWAS Country Director, expressed his appreciation for the warm reception by Governor Mutfwang. He stated that their focus in Plateau is on renewable energy, agricultural sector revitalization, and building a sustainable economy for the citizens’ welfare.

Dr. Wauschkuhn reiterated his commitment to collaborate with Governor Caleb Mannaseh Mutfwang’s administration, emphasizing that the time is now to work collectively to improve the living conditions of the people.

President Tinubu/Shettima Support Vision 2023 For Almajeris Back To School Launches In Plateau.

To give relief to hitherto Almajeris youths particularly from the northern part of Nigeria who earned their living through begging for arm, with no means of formal education, President Bola Ahmed Tinubu have come to their rescue through his Support Vision 2023.

The Programme tagged Tinubu/Shettima Support Vision 2023 is to empower millions of Almajeris in the 19 northern states of the federation where the issue of the Almajeris and out of school are more pronounced.

The National Chairman of the programme Tagged AL WIFAQ Almajiri ,Engineer Mohammed Awal lbrahim stated this during the launching of the programme on 28th October 2023 at Sharna Conference Hall in Jos , plateau state capital.

Engineer Mohammed said the essence of the programme is to give hope to the Almajeris particularly in the 19 northern part of Nigeria who because of not having the means take begging as means of livelihood and affected their education pursued.

He further said the lucky ones among them that will benefit in this laudable Programme of Mr President, will be enrolled into formal education, and will be giving customized ATM card where he/she shall be entitled to Hundred Thousand Naira stipend monthly allowance.

However thank the president on behalf of the beneficiaries , charged them not to renegade on his Excellency Bola Ahmed good gestures for the downtroddens in the like of the Almajeris.

Also stressed that the Northern leaders will ever remain grateful to the president for this  initiative  because the issue of Almajeris particularly in the 19 state of the federal has continued to be a nightmare to the leaders of the zone because as they continued to be willing tools in the hands of ambitious politicians to destabilize the region, by extension, Nigeria at large.

In a separate interview,the head of program Imam Bukhari Ishaq said actually the programme is sponsored by the son to the president Prince Seyi Tinubu.

However thank the president for giving his consent because without that ,the programme would not see the light of the day.

Adviced the beneficiaries to endeavour they capitalize and make good use of this rare opportunity .

High point of the event is the issuance of Almajiri Smart Card to respectives beneficiaries .

OPSH Troops Uncovers  Illegal Weapons Manufacturing Factory, Recover Large Cache Of Automatic Weapons, Arrest 2 Persons In Plateau.

In an efforts to reduce crimes and criminality in plateau ,and to control the influx of unauthorized arms/Ammunitions of light weapons into the state and it environs, troops of security Code name Operation Safe Haven (OPSH),has make another major breakthrough.  

As OPSH  have successfully uncovered and dismantled an illegal weapon manufacturing factory in Vom, Jos South Local Government Area of Plateau State.

This was disclosed to journalists in a press conference held at the OPSH Headquarters on 4th Nov 2023 .

According to the press statement read by the spokesperson of the operation, Captain James Oya said the arrest which was based on actionable intelligence, marks a significant step in the ongoing efforts of OPSH to combat illicit arms proliferation and ensure the safety and security of the state and environs.

He further said the discovery of the weapon factory was also, the result of a meticulously executed intelligence-led operation conducted by the  troops leading to the substantial recovery of cache of automatic weapons and related equipment that were being produced and distributed to other states thereby fuelling crisis on the Plateau and in Southern Kaduna.

Stressed that the  recovered items include 6 AK-47 rifles, 4 sub-machine guns, 11 AK rifle bodies, a  pistol and 7 x AK 47 bridge blocks. 

 Others according to the operation include 4 x AK 47 rifle magazines, 210 recoil springs for AK 47 rifles, 7 rifle butts, 8 rifle muzzles, 9 piston assemblies as well as 5 cartridge housings.  Also recovered were one drilling machine set, and a hand filling machine.

 In addition to the seizure of the weapons and weapon fabricating machine, two individuals directly involved in the weapon proliferation and marketing process, Micheal Dung 33 years and Yusuf Pam 43 years all indigenes of the state were both apprehended currently assisting  OPSH on an investigation.

Reiterated the leadership of OPSH working in close coordination with law enforcement agencies, will continue to ensure those responsible for perpetuating criminal activities and their collaborators face the full wrath of the law.

Add that the arrests have send a clear message that illegal arms production and trafficking will not be tolerated and anybody involved will be held accountable for their actions.

Pointed out that the successful operation further  demonstrates the unwavering commitment of OPSH to rid the Joint Operations Area of illegal arms and dismantle criminal networks involved in illegal weapon manufacturing and distribution in line with the mandate given to troops during the launch of Operations HAKORIN DAMISA IV  by the Chief of Army Staff, Lt Gen T.A Lagbaja.

The recovery of such a significant number of firearms and related equipment will undoubtedly disrupt the activities of criminal elements and contribute to the overall security and stability of Plateau State and indeed the entire nation which remains the primary focus of the Chief of Defence Staff, Gen CG Musa. 

The GOC and Commander OPSH, Major General A.E Abubakar, while commending the troops’ resilience, expresses  his gratitude to the  community for their continued support and cooperation in providing valuable information that has  aided the fight against criminal activities.

Further add that collaboration between the military and the public is crucial in ensuring the success of operations aimed at maintaining peace and security in Plateau State and by extension Nigeria.

Reiterated OPSH remains resolute in its commitment to protect the lives and property of all law-abiding citizens in the state.

Assured that  efforts will continue to be intensified to identify and neutralize illegal weapons manufacturing facilities and dismantle criminal networks involved in arms proliferation. 

Urged  the public to remain vigilant and report any suspicious activities or individuals to the appropriate authorities. With this ,we can create a safer and more secure Nigeria for all.

Plateau : Dr.Noah Kekere , 2 Others Arraign Over Organ Harvest, Remand In Correctional Center , Case Adjourned To January.

The High Court sitting in Jos, plateau state capital has arraigned Dr. Noah Kekere for alleged organ Harvest of one Mrs Kehinde Kamaru who was at the hospital and clinic health facility for appendix ruptured related illness.

This happened at Murna hospital and clinic alleged to have belong to the two accused   doctor Kekere and Philip located at Nasarawa Gwom in Jos North Local Government of plateau state in 2018.

Arraiged along with Dr.Kekere were Dr.Philip  Dachung and one Yusuf Abdullahi all in Murua hospital and clinic .

Reading the Four  count charge against the accused Persons which boarded on culpable homicide, trafficking and selling of human organ , taking an organ of victim without his consent and other charge.

The Three accused Persons pleaded not guilty to the 4 charges read to them by the court registrar, on the instructions of the court.

It would be recalled that in 2018,the accused Persons Dr.Noah,Dr. Philip and Abdullahi operated on one Mrs Kehinde Kamaru on ruptured Appendix, in the process,harvested his kidney. 

Since then, Mrs Kehinde could not recovered and always in and out of hospital , untill recently she  runned test to assertain what is wrong with her,and  revealed that one of her vital right organ, kidney has been harvested.

However,the Counsel to the accused Persons barrister Shakaa applied for bail on the defendant which he told the court that the offense allegedly committed by the accused Persons ,is a bailable offense , urged the court to grant the accused Persons bail for the interest of Justice.

In his quick reaction, the prosecuting Counsel vehemently objected to the bail application by the defendant Counsel, urgued the court to refuse the application considering the magnitude of the offense allegedly committed by the defendants.

The court however adjourned the case till 18th and 19th January 2024 for commencement of hearing , added that parties in the matter will be communicated on the date for ruling on the bail application.

Justice Fomwing of High Court (9) further ruled that till ruling on the bail application,the accused Persons should be remanded in Correctional center pending when their bail application are ruled on.

And the matter is djourned to 18th-19 January 2024 for commencement of trial.
